    So the two options are Banks work harder to prevent it or victims are punished to make them more careful?

    Absolutely no mention of the Police actually trying harder to resolve these crimes and catch the criminals then? I suspect 99% aren't even investigated.

    Bernard Hogan Hopeless is a typical copper, cannot see any further than his pension.What is the betting he gets a plumb security "advisor" job with one or other banking organisation at megabucks in return for trying to get the banks off the hook for their own security incompetence?

    The guy has a valid point.People should be careful. However he should be horsewhipped and sacked for seeing it as a reward when banks reimburse the victim. I only opened a credit card account because it gave some protection so that is me and you being careful.And if he did a good job there wouldn't be so many crooks out there.
